Romanian-born American writer and contractual strategic advisor to the US Department of Defense. Has served on US Presidential transition teams, testified before committees of the US House of Representatives and the US Senate, and served as consultant for the US Department of Defense, US Army (Tradoc), US Navy ARP, the US State Department, a White House Chief of Staff and the governments of certain Treaty Allies.

His books, including  The Rise of China viz. The logic of Strategy,  and Strategy: the Logic of War and Peace (both Harvard UP) have also been published in Arabic, Bahasa Indonesia, Chinese PRC, Chinese traditional, Czech, Danish, Dutch, Estonian, Finnish, French, German, Greek, Hebrew, Italian, Japanese, Korean, Mongolian, Norwegian, Polish, Portuguese Lisbon, Portuguese São Paulo, Romanian, Russian, Spanish, Spain and Argentina, Thai, and Turkish.
