Dr. Kovács earned his law degree in 2008 from the University of Szeged. Much of his professional career has been linked to tasks in local government administration. Between 2009 and 2018, he held various legal and leadership positions in the Mayor’s Office of Kecskemét, and also gained experience in municipal legal oversight at the Government Office of Bács-Kiskun County (now “vármegye”). He served as notary at the Fajsz Joint Municipal Office, and later as county notary leading the Office of the Bács-Kiskun County Government.
Following his work in municipal administration, he transitioned into higher education: from May 2018, he served as Deputy Chancellor at the John von Neumann University. In January 2020, he joined the Rector’s Cabinet of the Ludovika University of Public Service, becoming head of the Rector’s Advisory Office in July 2020. Since December 2021, he has served as Director of Strategy at the National Media and Infocommunications Authority (NMHH).
He has been teaching at the Ludovika University of Public Service since September 2014, and was appointed honorary associate professor in October 2023. Since September 2018, he has been a board member of the Bács-Kiskun County Chapter of the Hungarian Lawyers’ Association. From September 2011 to July 2019, he was a member of the presidium of the Hungarian Society for Legal and Political Science. Since the founding of the journal in 2007, he has been a co-editor of De iurisprudentia et iure publico – Journal of Legal and Political Science.
